The Dutch Province Flevoland generates more renewable energy than its grid can handle. Some of this energy gets curtailed, not because there’s no demand but because the infrastructure can’t move it fast enough, and businesses that want to connect must wait.
Hydrogen changes that equation. Instead of wasting surplus electricity, you convert it into hydrogen, store it, and deliver it where it’s needed: on farms, in logistics hubs, on ships, in industry. These are the sectors Flevoland runs on.
FLHY brings together the organisations that want to make that shift happen. The Province of Flevoland launched the platform in June 2023, and a 23-partner network has since signed a Memorandum of Understanding, spanning five sectors: agriculture, maritime, mobility and distribution, energy, and the built environment.
Things are moving. Circul8.energy and Essent are developing a 20 MW electrolyser in Lelystad, the first phase of the HyDeer project, backed by a €25 million government subsidy awarded in July 2025. The Maxima power plant is already being retrofitted to run on hydrogen. And in June 2025, a Lelystad farm produced the province’s first green hydrogen, using an installation by Almere-based Hermanos Energy.
Impact Hydrogen mapped Flevoland’s hydrogen potential: the clusters, value chains, and partner connections that became the foundation for FLHY. We built the network and supported the Province in turning a concept into a working platform.
Since the launch, Impact Hydrogen has stayed in the centre of it, working with partners across all five sectors on business cases, technical concepts, and governance structures.

FLHY Phase 1 Report (February 2023)
The strategy that started it all. It defines the five-cluster structure and the phased approach for building a hydrogen economy in the province, and became the basis for the partner MoU and the platform launch.
FLHY Phase 2 Report (December 2024)
From strategy to implementation: building on partner interviews and knowledge sessions, it positions FLHY as a medium-scale hydrogen valley, analyses business cases across clusters, and makes recommendations on infrastructure, permitting, financial instruments, education, and communication.
